With FaceTime, you can make face-to-face video calls between iPad 2, iPhone 4, or Mac over WiFi network. But you can't make Facetime between iPad and Android. There isn't an official android support as of now, and Facetime will be an open indrestery standard.
Now there is an app "Tango Video Calls" that let you do a free FaceTime-like video chat between iPad and Android devices over WiFi or 3G. You can invite your friends by Text and Email. The complaint is that audio isn't very reliable.

I downloaded Vtok on my iPad and was able to video chat with my Android phone. The Android phone needs to be on Android 2.3.4 and use the Talk app. I was really impressed.
